Speaker summary: Graduated in Engineering and Naval Sciences from the Naval School, the Vice Admiral holds a PhD in Maritime Policy and Strategy from the Naval Superior School of War and a PhD in Politics and Strategy from the War CollegeSuperior School of War. He completed career courses in the Navy and specialized in Submarines, where he served aboard for 12 years. He also took a Corporate Management course at Fundação Dom Cabral. He founded and served as President of two state-owned companies: AMAZUL, related to the nuclear sector (2013–2019), and ENBPar, related to the electricity sector (2022 to July 2023). Among his recent roles, he was Secretary of Science, Technology, and Innovation of the Navy, Strategic Management and Nuclear Affairs Advisor to the Minister of Mines and Energy (2019–2022). He chaired the Boards of Directors of NUCLEP and the Brazilian Nuclear Industries (INB) and was a member of the Boards of Directors of AMAZUL, ENBPar, and Norte Energia. He is currently the Chairman of the Board of Directors of ADBV and presides over the Latin American Section of the American Nuclear Society (ANS-LAS), created nearly 50 years ago in Rio de Janeiro.
